According to the White House Central Files manual, this category was used for "material pertaining to the approval of programs developed by local communities for the prevention and elimination of slum and blight conditions, including urban renewal and slum clearance; housing trends; public housing and low rent programs; certification of maximum number of dwellings required for relocation of families displaced by government action."

The file manual specifically excepted, however, material pertaining to: civil defense activities related to housing (seeND); college housing (see ED); disposition of federally owned housing (see RA); federal aid for housing (see FA); housing loans (see FI); military housing (see ND); rent control (see BE); and veterans housing (see VA).
