Shane Harris, senior writer for The Washingtonian and author of The Watchers: The Rise of America's Surveillance State, spoke to a packed house on a winter's night. Mr. Harris is a 2010 recipient of the Gerald R. Ford Journalism Prize for Distinguished Reporting on National Defense.
