    The Treasurer’s Office Files document the fiscal and budgetary issues handled by Robert Moot and his successor, Royston Hughes. The Treasurer’s Office initially reported to the PFC Finance Committee headed by David Packard. In April 1976, the PFC reorganized and the Treasurer’s Office then reported directly to PFC Chairman James Baker. After the Republican National Convention in August 1976, Royston Hughes succeeded Moot as Treasurer, while serving concurrently as the Deputy Chairman for Administration.

    The Treasurer’s Office had primary responsibility for ensuring PFC compliance with the newly enacted Federal Election Campaign Act (FECA), which put strict caps on the amount of money that could be collected from contributors and spent during the primary and general elections. In this capacity, the Office maintained and oversaw internal budget controls, controls placed on regional and state offices, accounting services, internal auditing, fiscal investigations, and reporting to the Federal Election Commission (FEC). The Treasurer’s Office also had responsibility for the PFC payroll, payments to vendors, payments for travel and lodging expenses, and general operating cost disbursements.

    In addition, the Office assisted the Finance Committee, which functioned as the PFC’s fundraising arm, by maintaining contribution records and acknowledging receipt of contributions. The Office also worked with the Area Coordinators in the People for Ford Office in arranging accommodations for staff and volunteer workers at campaign events.

    Researchers wishing to view Treasurer's Office series should consult with an archivist prior to their visit in order to request that specific folders be added to the Library’s review-for-access queue.
