    Andre Buckles, a former assistant general counsel of the United States Information Agency, began working for the Domestic Council as Staff Assistant for Housing and Community Affairs in May 1974. He was promoted to Assistant Director in October 1975 and left the administration in July 1976. During his tenure as Staff Assistant, Buckles reported directly to Tod Hullin, Associate Director. The Buckles papers do not contain any materials from the period after his promotion to Assistant Director.

    Buckles' primary responsibility was as the President's liaison with the District of Columbia until those duties were transferred to Margo Boyle, a Staff Assistant for Intergovernmental Affairs, early in 1975. He monitored legislation, reviewed and recommended individuals for presidential appointments to boards such as the National Capital Planning Commission, and kept a close watch on local politics. He was also involved in planning the Bicentennial celebration in the capital city. Other responsibilities included working with the Federal Disaster Assistance Administration in determining whether the President should approve or turn down recommendations for issuing emergency declarations, and monitoring the development of the Washington Metropolitan Area Transit Authority.

    Materials consist of memoranda, draft decision papers for the President, correspondence, schedules, newspaper clippings, and statements and speeches made by Administration officials on domestic issues. Most of these materials are copies or printed matter. A few items in the collection date from the Nixon administration.
